The Freight Transport Branch (Branch) within CARB’s Transportation and Toxics Division has an immediate opportunity for a dynamic Staff Air Pollution Specialist (SAPS). The SAPS will serve as serve as the Branch level freight transport program expert and policy advisor to Branch and Division management on issues related to California's sustainable freight initiatives to reduce air toxics, criteria air pollution, and greenhouse gases. The Branch is focused on supporting California’s sustainable freight initiatives, which is charged with identifying and developing opportunities for CARB to accelerate the use of zero emission technologies used in the freight transport system.
The Staff Air Pollution Specialist (SAPS) will assist the Branch Chief and section managers in: spearheading Branch efforts to move California’s freight system forward to a zero and near-zero freight system; developing and implementing zero emission mitigation strategies and regulations to lesson community level pollution related health impacts to overburdened and vulnerable populations; informing and developing freight policies and program vision; coordinating inter-agency, division and Branch efforts and with external stakeholders on policy level considerations for sustainable freight programs to ensure Board wide consistency; and managing high-profile, long-term interdisciplinary sustainable freight programs and projects.
Specific duties will include working with management on Branch planning efforts; recommend, develop, and implement solutions with extreme sensitivity associated with complex emerging and/or undefined issues; guide the development of materials for and lead discussions with external stakeholders and CARB management, including the Division Office, Executive Office, Chair’s Office and the Board; and provide Branch level guidance and expertise on zero and near-zero sustainable freight regulations and programs.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
