Regulation and Infrastructure Chief
Based in the California Air Resources Board’s (CARB) Mobile Source Control Division (MSCD) and working with the Executive Office, this position will spearhead MSCD's regulatory efforts to comply with Governor Newsom’s Executive Order N-79-20. This Executive Order establishes several goals: 100% of in-state sales of new passenger cars and trucks to be zero-emission (ZE) by 2035; 100% of in-state drayage truck sales to be zero-emission by 2035; 100% of medium- and heavy-duty vehicles deployed in the state to be zero-emission by 2045; and 100% of deployed off-road equipment to be zero-emission (where feasible) by 2035. The Assistant Division Chief (ADC) will also lead CARB's collaboration with sister agencies undertaking ZE infrastructure initiatives to ensure that infrastructure is sufficient to support these goals.
The ADC will work alongside MSCD's Division Chief in planning, organizing, and directing the activities of CARB's regulatory and infrastructure programs, including:
- Coordinating regulatory and ZE infrastructure activities with other state agencies, including but not limited to CalEPA, the California Energy Commission, Public Utilities Commission, Department of Transportation, Department of Finance, the Governor’s Office, the Governor’s Office of Business and Economic Development, the Office of Planning and Research, local air quality management districts, environmental groups, community leaders, and industry stakeholders to develop and implement zero-emission programs for the State of California.
- Leading multiple ad hoc working groups within and outside the organization, including teams across state and local agencies, to ensure the successful rollout of regulations and ZE infrastructure in support of the Governor’s Executive Order, while meeting federal Clean Air Act requirements and addressing environmental justice, community health, and air quality responsibilities.
- Advising the Executive Office, program divisions, the Chair’s Office, and the Board on issues related to zero-emission infrastructure. Representing CARB and providing testimony before the Board, other agencies, and the Legislature at public hearings, as necessary.
- Supervising and managing the work of Vehicle Program Specialists, Branch Chiefs, and other staff, as needed, in support of MSCD's regulatory and infrastructure efforts.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
