Accounting Specialist

Specific Responsibilities and Duties

  • Certified Payroll & Compliance
    • Prepare and submit weekly certified payroll reports in compliance with the Davis-Bacon Act
    • Track wage rates, work classifications, and prevailing wages to ensure compliance
    • Upload and verify weekly certified payroll reports in PointsNorth, maintaining accurate and up-to-date documentation
    • Conduct quarterly payroll audits (including DBA compliance, discrepancies, timesheet reviews, and OT/FLSA classification)
    • Stay current on federal, state, and local payroll regulations to ensure compliance
  • Payroll Processing & Management
    • Administer bi-weekly payroll for multiple internal divisions and project teams
    • Administer weekly certified payroll in compliance with the DBA
    • Accurately enter timesheet data into the payroll system, ensuring correct deductions, taxes, and adjustments
    • Manage compensation adjustments and expense reimbursements
    • Maintain and improve payroll workflows and support annual E2 tax return preparation
  • Timesheet & OCIP Oversight
    • Collect and review employee timesheets weekly for accuracy, including hours, breaks, and discrepancies
    • Coordinate monthly OCIP reporting and manage employee data for insurance provider compliance
    • Maintain audit-ready documentation for OCIP-related records
  • Accounts Payable & Receivable
    • Manage vendor invoice processing, excluding equipment rentals and subcontractor invoices
    • Oversee monthly account general ledger receipt work:
      • Collect and download receipts
      • Review for accuracy
      • Scan and archive receipts
    • Conduct company credit checks and maintain credit reports
    • Issue and manage invoices for engineering initiatives involving multiple vendors and project stakeholders
  • Compliance & Reporting
    • Ensure compliance with federal, state, and local payroll and tax regulations
    • Generate and distribute required payroll reports
    • Address employee payroll inquiries and resolve discrepancies promptly
  • Project & Audit Participation
    • Participate in accounting and payroll-related projects as assigned
    • Support ongoing audit processes with required documentation and analysis

Required Skills and Qualifications

  • Minimum 2 years of hands-on experience in accounting or equivalent administrative roles
  • Associate's Degree required
  • Strong attention to detail and accuracy in payroll processing
  • Excellent organizational and time-management skills, with the ability to meet strict deadlines
  • Proficiency in Microsoft Excel and payroll software

Preferred Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field
  • 3-5 years of accounting or payroll experience, with expertise in certified payroll processing
  • In-depth knowledge of the Davis-Bacon Act and other federal labor laws
  • Experience with PointsNorth or similar payroll reporting platforms
  • Familiarity with Owner Controlled Insurance Program (OCIP) and its integration into payroll processes
  • Fluency in Mandarin and English (both written and verbal)
