HR Operations Manager

With three campuses along Colorado’s Front Range, FRCC is the state’s largest community college. We enroll close to 28,000 students annually from our diverse service area, which offers a variety of cultural and recreational activities.

 

Each year approximately 5,000 FRCC students transfer to four-year universities and FRCC offers more than 36 career training programs that prepare students for immediate employment and rewarding careers. Reporting to the Director of HR Operations, the HR Operations Manager is responsible for leading and supporting a team of HR Coordinators in the delivery of efficient and compliant onboarding, payroll, and HR support services. In this role, you will manage the day-to-day operations related to new hire paperwork, time and leave audits, personnel records, and payroll functions, ensuring accuracy and adherence to institutional policies and state requirements. As the HR Operations Manager, you will serve as a subject matter expert (SME) on key Human Resources Information Systems (HRIS) and provide training, coaching, and performance feedback to staff. You will also collaborate with other HR team members to identify process improvements, support data analysis and reporting, and provide high-level customer service to both internal and external stakeholders. This role includes regular auditing responsibilities, system troubleshooting, and back-up support across various HR functions to maintain operational continuity.

 

This position does have the opportunity to work remotely occasionally but does require a strong on-campus presence and will need to travel to all three FRCC campuses.

SALARY: $62,456 - $65,579 annually

 

The salary range reflects the minimum and maximum starting salary for the position. When determining the starting salary for a new employee, FRCC takes into consideration a combination of the selected candidate’s education, training and experience as it relates to the requirements of the position, as well as the position’s scope and complexity, internal pay equity and external market value.

Primary Duties

 

New Hire Paperwork in Payroll:

  • Manage the transition of monthly candidates from Talent Acquisition to HR Operations by monitoring onboarding events in NEOED, ensuring timely progression.
  • Collaborate with the HR Systems Coordinator and HR Data Specialist to generate reports and analyze data, identify workflow bottlenecks and recommend improvements.
  • Provide support and back-up to HR Coordinators for all duties when on leave and as needed.
  • Provide back-up to support NEOED Hiring during peak times.

 

Supervision & Team Management:

  • Hire, mentor and support a team of HR Coordinators responsible for onboarding tasks.
  • Provide training, coaching, and regular performance feedback.
  • Monitor workload distribution to ensure timely completion of onboarding tasks.
  • Ensure HR Coordinators stay informed of new and changing policies or procedures that impact their work in onboarding and payroll.
  • Act as the SME on HR Coordinator responsibilities, including the effective use of NEOED (applicant tracking/onboarding system) and Banner (HRIS/payroll system).

 

Payroll:

  • Serve as a back up to the HR Payroll Specialist during bi-weekly payroll helping to ensure seamless payroll processing.
  • Serve as a SME on Faculty Load and Compensation (FLAC) and Banner, guiding HR Coordinators through processes and providing timely support to resolve issues.
  • Provide back-up support for bi-weekly payroll processing to ensure continuity and accuracy.
  • Provide back-up for coordinators in processing manual timesheets for biweekly employees.

 

Quality Control of Records & Data Management:

  • Review data storage and maintenance of HR files to ensure compliance with state system archival requirements and FRCC HR processes.
  • Conduct regular audits of personnel files and payroll data, providing follow-up and guidance to HR Coordinators to ensure accuracy and compliance.

 

Leave and Time Management:

  • Manage the process of annual leave roll overs from one fiscal year to the next.
  • Ensure that monthly time and leave corrections are being completed monthly.
  • Assist with troubleshooting of timesheet and leave errors and ensure follow-up with HR Coordinators.

 

Office Support:

  • Provide customer service to all internal and external stakeholders.
  • Ensure consistency in workflow management with all HR Coordinators by standardizing processes, providing guidance, and fostering alignment.
  • Collaborate with each coordinator to implement shared best practices to maintain high levels of efficiency and quality across the team.
  • Manage the HR general mailbox ensuring that emails are routed to the appropriate individual.

Qualifications

 

Required Education/Training & Work Experience:

  • An associate degree in business or a related field and four (4) years of professional work experience with a focus on working with HR payroll, onboarding, technical processes, or data analytics.

OR

  • A Bachelor’s degree in business or a related field and two (2) years of professional work experience with a focus on working with HR payroll, onboarding, technical processes, or data analytics.

AND

  • Experience serving in a lead or supervisory role.
  • Understanding of how Equity and Inclusion principles influence HR practices and the employee experience.

 

Preferred Education/Training & Work Experience:

  • Ability to communicate effectively in Spanish.
