This position manages the planning, strategy, organization, and implementation of Real Property needs to support multi-modal transit (Bus, Paratransit, Rail, Pedestrian, Vehicles, and Bikes), along with supporting public access and administrative facilities. This position will oversee other real property staff and work in collaboration with external parties and across other RTD departments to manage Real Property matters.
DUTIES & RESPONSIBILITIES:
ESSENTIAL:
* Manages the property portfolio to optimize district needs, expenditures, and community value.
* Oversees identifying space needs for the district and coming up with a holistic approach across all RTD properties.
* Manages policy elements of real property matters and work closely with other departments responsible for policies impacting real property.
* Prepares annual budget for the department and the right-of-way budget for capital projects.
* Manages confidential analysis of appraisals and risks associated with acquisition and relocation activities to assure overall project budget and schedule integrity.
* Negotiates with property owners and their representatives the fair market value of properties acquired for projects and property disposals.
* Manages and participates in the negotiation, drafting, preparation, maintenance, and control of the legal documents required for land acquisition, property leasing, and joint development agreements, and works to obtain necessary agreements and permits to complete property transactions.
* Leads the organization’s disposition of surplus property.
* Manages the approvals of easements, licenses, and permits for third-party uses on organization property.
MANAGEMENT:
* Maintains appropriate staffing levels and reviews progress to ensure the quality and quantity of work meet standards and deadlines for deliverables to meet program goals and objectives.
* Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.
* Conducts performance reviews and holds employees accountable for optimal performance of their responsibilities.
* Fosters a safety-first culture, prioritizing prevention, accountability, and continuous improvement.

QUALIFICATIONS:
Required Qualifications:
* Bachelor’s degree in planning, public administration, real estate management, law, business, architecture, engineering, surveying, or related field.
* A minimum of seven years of experience managing real property matters for a public agency or private company.
* A minimum of five years of experience working with lease agreement components and contractual provisions, title commitments and policies, real estate closing procedures, and real estate documents.
* A minimum of three years of supervisory or management experience.
Preferred Qualifications:
* Real estate broker license, appraisal certification, and/or right-of-way certification preferred.
OR
* An equivalent combination of education, experience, knowledge, skills, and abilities.

* Proficient with Microsoft Office Suite.
* Ability to communicate effectively, orally and in writing.
* Ability to use sound judgment.
* Ability to manage time and workload effectively, which includes planning, organizing, and prioritizing with attention to detail.

Pay Range:
$123,234.00 - $174,067.50 Annual
