Richmond Labs Solutions Architect
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as, creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.
The incumbent works under the administrative direction of the Data Center Operations and Services Branch Chief in ITSD. The Information Technology Specialist III (ITS III) serves as the primary Solutions Architect for CDPH laboratory programs, leading the design, integration, and modernization of laboratory applications, dataflows, instrument networks, and backend infrastructure across the Richmond Laboratory Campus and statewide program laboratories. The role ensures all laboratory systems and integrations comply with CDPH enterprise architecture, security, and governance standards while collaborating closely with ITSD’s Enterprise Architecture Services Section, Enterprise Platform Services Branch, Cloud Services, Security Operations Center, and the Information Security Office.
The ITS III conducts statewide site visits to assess operational needs, troubleshoot highly complex issues, and architect field-based solutions that uphold enterprise configurations and security models. The incumbent also architects and administers core backend infrastructure—including Azure, VMware, SQL Server, Linux, storage platforms, load balancers, and firewalls—while performing system design, automation, performance tuning, and root-cause analysis for multi-tier laboratory environments.
In addition, the ITS III develops policies, procedures, and technical standards; implements security and privacy controls; advises leadership on modernization strategies; and contributes to long-term IT planning by identifying emerging technologies and recommending strategic actions that support CDPH laboratory operations and enterprise-level initiatives.
