Procurement Specialist

PROCUREMENT SPECIALIST

National Radar Test Facility, White Sands Missile Range, NM

CLASSIFICATION:  Procurement Specialist; Salary TBD

GRADE:  Exempt; Regular Full-time

LOCATION:  NRTF (White Sands Missile Range), Holloman AFB, NM – On Site

ESSENTIAL FUNCTIONS: Coordinate Construction Procurement Process milestones. Milestones include but are not limited to:

  1. Task Directive initial meeting.
  2. RFP and RFQ paperwork coordination, delivery and follow up.
  3. Bidder Tour coordination.
  4. Compile and deliver required RT&T Procurement documentation in a timely manner.
  5. Update and maintain Tier 1 Construction spreadsheet provided to the government weekly.
  6. Track contractor provided project schedules for schedule performance.

Track NRTF Purchase Request submittals from inception to close out. Notify submitter if delays are encountered. Maintain and update PR spreadsheet for submittal to RT&T General Manager.

GENERAL DUTIES: Ensure clear communication occurs between the Buyer and the Task Directive Facilitator.

OTHER DUTIES: Additional duties and responsibilities may be assigned by the supervisor as necessary to support contract/mission support requirements in job-related areas.

Job Requirements

EDUCATION/EXPERIENCE REQUIREMENTS: Associate’s degree in Project Management or Business Administration preferred.  Ideal applicant demonstrates a proficiency in project management tools such as Excel, MS Project, proficiency in MS Office tools, 2-4 years project experience, and an understanding in basic financial accounting and tracking. PMP certification is highly desired.

OTHER REQUIREMENTS: This position requires a Top-Secret security clearance.  Candidate must be eligible to obtain and maintain a Top-Secret security clearance. Operation of government owned vehicles is required, so incumbents must have and must maintain a current, valid State driver’s license and qualify for a government driver’s license. All selected candidates must undergo and successfully pass a background investigation and drug test as a condition of placement into this position. Supports NRTF operational objectives; observes company Quality, Safety, Environmental, Security and Administrative policies. Supports Process Improvement.

WORK ENVIRONMENT: Work activities are normally performed in an environmentally controlled area.

PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; and requires standing, sitting, bending and very little lifting or moving of heavy objects or materials.
