At the Board, we operate as a regulatory agency under the umbrella of the California Natural Resources Agency. While the Department of Water Resources (DWR) provides administrative support, it's important to note that we have our own independent authorities, roles, and responsibilities. Our mission is to reduce flood risk within the Central Valley through overseeing flood project planning and regulating construction within floodways and levee systems, and by implementing the Central Valley Flood Protection Plan.

Duties: We are currently inviting candidates to apply for the Engineer, Water Resources position within our Inspection Section team. In this role, you will have the exciting opportunity to perform construction inspections, provide technical analysis, and make recommendations for encroachments within our jurisdiction. Your expertise in levee and engineering construction will be crucial in ensuring compliance with CA Code of Regulations, Title 23, Division 1 standards.
As part of the Inspection Section, you will collaborate closely with the Section manager and assist in various duties such as reviewing plans, coordinating with contractors, conducting field inspections, and providing support to enforcement, real estate, and environmental staff. Utilizing your technical knowledge of databases, scheduling, and workflow processes, you'll help streamline inspection services and reporting. Additionally, the successful candidate will compile data, write reports, and deliver presentations to staff and the Board at public meetings.
Site visits to project locations includes occasional long distance travel on public roadways and/or in remote areas or on uneven terrain. Please refer to the duty statement for more details. The ideal candidate will have a strong foundation in general civil engineering and construction methods, as well as proficiency in various software tools such as MS Office, MS Access, MS Teams, GIS, GPS, and mobile applications. Your problem-solving skills, ability to work independently, and deliver assignments on time will be invaluable. Effective communication, both written and oral, is essential, as well as exceptional organizational skills to manage multiple projects throughout the Central Valley. While regulatory experience is preferable, we welcome candidates from diverse backgrounds who can contribute fresh perspectives to our team.
A valid Class C California Driver's license to perform project visits. Travel may include driving a vehicle on public roadways, in remote areas, or on unpaved and uneven terrain. Must have the ability to ascend and descend embankments typically up to a 2 to 1 slope. Must be able to work in adverse conditions that may include heat, cold, wet, windy, and muddy conditions. Must be able to stoop, bend, climb, and crawl; grasp with both hands; put arms overhead and to the side while holding objects. Must be able to move heavy objects, walk through mud and water, work in cold and hot conditions and potentially stay on duty for extended periods of time.
